Arkansas Governor. He attended the University of Kentucky, in 1910, earned a law degree from the University of Arkansas, was admitted to the bar and established a private law practice in Little Rock, Arkansas. He also worked as a school teacher to supplement his income. Entering politics, he served as assistant secretary of the Arkansas Senate, (1911-15) and as deputy state superintendent of public instruction, (1912-16). He also served as Arkansas Secretary of State, (1917-21). In 1925, he was elected as a Democrat the 27th Governor of Arkansas, serving until 1927. During his term, 11 honorary commissions were abolished with a salaried three-member Board of Charities and Corrections. The office of Commissioner of Insurance and Revenue and Arkansas's first state park at Petit Jean Mountain were established. Also construction began on a new state hospital in Little Rock and a constitutional amendment was enacted that increased the number of state Supreme Court judges. Unsuccessful for reelection, he resumed the practice of law until his death.
