Arkansas Governor. He studied law at the Washington and Lee University Virginia, was admitted to the bar and opened a law firm in Camden, Arkansas. He served as probate judge for Quachita County, (1900-05) and as judge of the 13th Judicial Circuit, (1906-13). In 1913, he was elected as a Democrat the 24th Governor of Arkansas, serving until 1917. During his two terms, the Alexander Road Improvement Act was passed, a child labor law was enacted, as well as a prohibition law, Also, a board of control for charitable institutions was adopted and construction on the new state capitol was completed. After leaving office, he returned to private law practice until his death from pneumonia.
