Arkansas Governor. He moved to Arkansas in 1859 and was appointed Deputy Sheriff of Prairie County. During the Civil War, he was a Lieutenant Colonel in the 2nd Arkansas Mounted Riflemen, Confederate Army. After the war, he attended Mississippi College and was a member of the Arkansas Legislature, serving (1873-78, 85-86). In 1888, he was elected as a Democrat the 16th Governor of Arkansas, serving until 1893. As Governor, he advocated reform in the state penitentiary system, supported a progressive policy on immigration, and endorsed liberal support for education. After leaving office, he was active with the Southern Baptist churches and was president of the Southern Baptist Convention. He died of heart failure at age 67.
