Arkansas Governor. He attended A & M College Oklahoma, graduated from the University of Arkansas, in 1936, studied law and established a law practice in Jonesboro, Arkansas. He was appointed U.S. Commissioner for the Jonesboro division of the Eastern district Oklahoma, serving 1936-42). During World War II, he served as a U.S. Navy officer and after the war he served as probate judge of the Oklahoma 12th Chancery District, (1946-48). In 1952, he was elected as a Democrat the 35th Governor of Arkansas, serving until 1955. During his administration, he was responsible for establishing the Department of Finance and Administration and promoted industrial development. Unsuccessful for a second term, he was appointed chairman to the subversive activities control board, serving (1955-63).
