Alice was born in the Prestwich district of Greater Manchester to Hannah Mary (Chipchase) Beever and her first husband. Following the death of her father in the 1880s, Alice's mother remarried to Charles Rourke in 1888. The family immigrated to the United States from England in 1893. On 28 July 1902, Alice married James Michael Slattery (later a US senator). The couple had 10 children: James H., Alice M., Dorothy, Albert, Edith, Phillip, William, Ethel, Grace, and Ruth.
