US Congressman. He was raised and educated in Quincy and Chicago, studied law with attorney Van H. Higgins, and also attended law school at the University of Michigan. He attained admission to the bar in 1882, and received his LL.B. degree in 1883. Noonan practiced law in Chicago, and became involved in politics as a Democrat. He served in the Illinois Senate from 1890 to 1894, and from 1893 to 1897 he served on the military staff of Governor John P. Altgeld with the rank of Colonel. From 1893 to 1898, Noonan was counsel for the West Chicago Park Commission. He was an unsuccessful candidate for Congress in 1894 and 1896. In 1898, Noonan was elected to the US House. He served one term, (March 1899 to March 1901). He did not run for reelection in 1900, and resumed the practice of law in Chicago.
