Arkansas Governor. His political career in Arkansas started in the state legislature, where he served from 1842 to 1844. When the Civil War began, he joined the Confederate Army as a captain in the 2nd Arkansas Regiment of Mounted Rifles. He soon became a colonel of that regiment. While commanding his regiment in the field, he was elected the Governor of Arkansas under the new Confederate State Constitution of the state. He returned to Little Rock to assume the governorship on November 15, 1862. During his administration, he tried to assist Confederate forces in fighting Union forces in Arkansas, maintain civil order, and relieve the suffering of the population. By the end of 1862, a Union blockade effectively cut off vital supplies creating severe hardships for the people. When Little Rock was captured on September 10, 1863, Flanagin seized as many legal documents as he could and moved to Washington, Arkansas creating a temporary state capital. While he stayed in Confederate controlled territory in the southwestern part of the state, a new Union provisional state government led by Isaac Murphy was created in Little Rock. Flanigan left office on April 18, 1864 and resumed the practice of law.
