US Congressman. He was the father of Congressman Uriel Sebree Hall and the brother of Governor and Congressman Willard Preble Hall. He grew up in Maine and Virginia, graduated from Yale and moved to Missouri in 1840. He was admitted to the bar in 1841 and practiced law, first in Huntsville, and later in Fayette. He was a Captain in the Mexican War. From 1847 to 1861 Hall was Judge of the Circuit Court, and in 1861 he was a Delegate to Missouri's constitutional convention. He was elected to the US House as a Democrat in 1861 to fill the vacancy caused by the expulsion of John B. Clark and reelected as a Unionist in 1862, serving from January 1862 to March 1865. He was not a candidate for renomination in 1864, but did serve as a Delegate to the Democratic national convention. He then resumed his Missouri law practice and also owned and operated a farm.
