US Congressman. He was elected as a Republican to represent Illinois in the United States House of Representatives, serving from 1919 to 1921. He was appointed as Senator in 1926 upon the death of William B. McKinley, but was not permitted to qualify due to charges of fraud and corruption in his campaign. He again presented his credentials as Senator-elect for the new term beginning in 1927 and was again not permitted to qualify and tendered his resignation in 1928 without ever being seated as a Senator. He then lost in an attempt to return to the House in the 1930 elections.
